Abstract: From General Survey: During the year 1962-63, which was the second year of the Third Five Year Plan, the educational developments were largely affected by the Chinese aggression as it necessitated an immediate diversion of all available resources to meet this challenge to her freedom, values, social and political institutions. It was realised, however, that a proper development of education plays no less an important part in preparing the country for defence than technological, industrial and economic developments. The Ministry of Education remained in constant touch with the State Governments and endeavoured to give them guide-lines as to the way in which State programmes should be oriented to meet the defence needs of the country. Marginal curtailment of expenditure on certain schemes was effected for reasons of economy and to divert funds to sectors where expansion was necessary. The initial set-back in the programmes of expansion due to inevitable cuts in the financial allocations was, however, followed by more determined efforts by all agencies at all levels to strengthen the educational base as a pre-requisite for the all-round development of the country.
