Abstract: From Introduction: India is the home of 16% of World’s total population accommodated in an Area of 2.42% of the World’s total area. India spends 3.8% of its GNP on education and has 48% of its population in the ages 15+ and above as illiterates while China spends only 2.6% of its GNP and has only 18% of its population in ages 15+ and above as illiterates. One-third of world non-literates are in India.
