Abstract: From Introduction: It is a characteristic feature of a developing economy that it releases a larger demand for education than it is able to meet immediately in terms of necessary sources, human, material and financial. With only a limited capital for investment, and pressing demands from the material sectors of economy, planners are called upon to make difficult decisions on allocation of scarce resources for the development Plans; and it is not unusual to find that social services get somewhat neglected. I am happy to state that in tile context of the Fourth Five Year Flan, the Planning Commission is taking a more liberal and understanding attitude in regard to social services in general and education in particular, without, at the same time, adversely affecting the pattern of productive investment necessary for the growth of a self-reliant economy.
