Abstract: From Foreword: It has long been recognised that systematic local level planning for resource development and employment generation would be an essential step in any worth-while effort a t the alleviation of rural poverty. The primary objective of the integrated rural development programme, now under implementation in all the development blocks in the country is the lessening of rural poverty and the need for adopting a sound methodology for implementing this programme has been felt for some time. In consultation with the Planning Commission, the state governments and other organisations involved in rural development, this Ministry has now finalised a set of operational guidelines for the formulation of block level plans under the IRD programme. I hope these guidelines, which appear in the following pages, would enable field officials to formulate effective plans for serving the rural poor.
