Abstract: From Preface: Training has come to be regarded as an investment in human resource. Rightly therefore the need for training of various functionaries involved in the implementation of rural development programmes has begun to be appreciated both at the central and the state levels. The acceleration of tempo in the implementation of special programmes of rural development, viz the integrated rural development programme, training of rural youth for self-employment, national rural employment programme and others, has underlined the need to improve the efficiency and effectiveness of the official and non-official agencies associated with policy formulation and programme implementation. This calls for upgrading the professional competence of the personnel in the official and the non-official sectors. There is very often a wide communication gap between the formulators of policy and those who are implementing the programmes in the field. This gap could be bridged considerably if adequate opportunities of training and interaction are provided to the personnel at various levels.
