Abstract: From Preface: Higher Education in India is facing a serious financial crisis No amount of window dressing can hide the fact that because of this unprecedented financial crisis, no worthwhile development programme can be undertaken. We have, therefore, to make efforts to generate resources tor the development of higher education. This theme paper has been prepared to give a realistic picture of the finances of the Indian universities. We earnestly hope that the broad spectrum of issues presented in the Theme Paper will throw some light on the urgency and alternate strategy for raising resources for education in order to sustain the volume and quality of educational infrastructure in the country.
