From Introduction: A conference of the Education Secretaries of States and Union Territories was held in the Conference Hall of the Indian Institute of Public Administration, New Delhi, on March 18—20, 1968, under the chairmanship of Shri P. N. Kirpal, Education Secretary, to discuss the approach to the formulation of the new Fourth Five Year Plan, which is to commence from 1969-70.
