Abstract: From Foreword: WITH the setting up of the Department of Teacher Education in the National Council of Educational Research and Training in 1964 and the appointment of staff by the end of the same year, the first task before it was to survey the field for collecting basic information about the organization of teacher education. Since the emphasis during the Fourth Five Year Plan was to be on the improvement of the quality of teacher education besides expansion of existing facilities, a survey became pertinent. In pursuance of this thinking and in the light of the guidance and advice available then, the Department undertook surveys of teacher education institutions at the elementary and secondary levels.
