Abstract: From Introduction: A periodical assessment of demand and supply of manpower of any specific category is one of the important steps of manpower planning. It provides signals to educational planners/policy makers to ensure a proper balance between availability and requirement of manpower by taking timely corrective measures for minimising the wastage of human and economic resources of the country. This exercise is more important when it pertains to schoolteachers. Inf act, the teacher is the most important element in any educational programme, and/or educational planning at the school level. It is he who is mainly responsible for implementing the educational programmes to bring about the desired educational development of the students and provides such education which gives higher economic returns to the national economy as compared to higher level of education. No amount of investment in improving the physical and educational facilities can improve education, unless there is adequate number of well qualified teachers. After independence, to meet the directive principles contained in Article 45 of the Constitution of India, which says that the state would strive to provide free and compulsory education for all children upto the age of 14 years. Many new schools were established and so there was a substantial increase in the number of pupils enrolled as well as the teachers. More than five decades have gone in planning still there are some primary schools which are without teachers and buildings. It is, therefore, necessary to have a periodical assessment of demand and supply of school teachers. Keeping this in view, the present study has been undertaken.
