Abstract: The Annual Plan for 1983-84, has been drawn up against the background of experience gained in the first half of the Sixth Five Year Plan. The Annual Plan reflects the basic imperative before the economy, viz.,—to ensure growth with stability. In designing the growth strategy, distributional considerations have been kept in view within the overall constraints facing the economy. Investment allocation in the Plan has been weighted heavily in the core sectors of irrigation and power with the objective of maximising the growth potential of the economy. An investment of Rs. 52 crores and Rs. 272 crores respectively has been made for these sectors in the plan. This reflects an increase of Rs. 12 crores and Rs. 52 crores respectively over the previous year’s allocation. The price situation is however, causing concern. The inflation, together with the non-availability of critical components resulted in pushing up costs in respect of major Projects. Nevertheless, fuller utilisation of capacity in the production sectors is envisaged in the Plan.
