| Abstract: | From Agenda: The Programme of Universalisation of Elementary Education has been accorded high priority in the Sixth Plan for 1980—85. According to the policy-frame, one of the main objectives of the Sixth Plan is to ensure minimum education for all children till the age of 14 years within the next ten years (i.e. by 1989-90). The programme aims at not only universal enrolment but also universal retention of children in elementary classes. |
