Abstract: From Introduction: Soon after Sikkim coined the Indian Union as the 22nd State on May 16, 1975 Shri Veda Prakasha, the then Acting Director of the National Staff College (Now NIEPA) was requested by the Union Ministry of Education to study the educational problems of the State and to make recommendations about the future development of education in Sikkim with special reference to the role that the National Staff College could play in this connection, Shri Veda Prakasha, after making an in-depth study of the educational problems of the States brought out a report on the State's school system with special reference to its administration entitled "Extending educational opportunity in Sikkim". This report contained a number of valuable suggestions and several of them were favourably considered by the State Government for implementation.
