Abstract: From Foreword: In order to see the pathology of public examinations at its most pathological, we can perhaps do little better than to focus on the increasing incidence of malpractices creeping into the system. They are undoubtedly linked with the economic compulsions of under-developed economy. The total approach to economic development in the country and the way it has been planned in recent years has created a situation in which qualifications as certified by public examinations have become the main vehicle of the screening process. There have been saner voices asking for delinking of jobs from degrees. But nothing much in this direction has been achieved.
