Abstract: From Preface: The two large-scale investigations that have so far been conducted in the field of school education in the country, are the First and the Second All India Educational Surveys. Although the two Surveys were conducted at an interval of about nine years yet, the aim of both was to examine the extent of schooling facilities available in different areas and to suggest measures for removing the imbalances. While the First Survey did the spade work, the Second one laid the foundation on which future planning for location of schools could be built up. As a matter of fact, the Second Survey brought out the most important fact that it was ahead high time to evolve suitable population-distance criteria on the basis of which primary, middle and high stage schools could be established in a planned manner in future. Accordingly, the Education Department of the Government evolved in subsequent years some tentative criteria (vide Appendix-Vl) and prepared the District Development Plans of Education for each Block of the Territory on these bases. These plans are now used as the tools for examining any proposal for extending or strengthening the schooling facilities in any area of the Territory.
