From Introduction: State Institute of Educational Management and Training-Kerala (SIEMAT-Kerala) has been constituted by the Government of Kerala vide its G.O. (Ms) No.17/2005/G.Edn. dated 28.05.2005 as an autonomous institution under the Department of General Education for the overall capacity building of different levels of functionaries of Education Department. SIEMAT basically aims to undertake the key task of management development in education (MDE). The presence of no quality or less qualify indicates the absence of MDE in Kerala education system. There is an urgent need to conduct systematic research and apply modern management methods and processes in education. In a sense SIEMAT should supplement and complement the activities and programmes undertaken by various Directorates (DPI, SSA, SCERT, DHSE, VHSE, SIET, DIET etc) by effectively functioning as a source of integrated management development in education.en_US
