Abstract: From Preface: Regional imbalances do exist in the field of educational development just as in urbanisation distribution of income and wealth etc. There are some Districts which are educationally more backward as compared to other Districts of the State. In the Democratic set-up our aim is to bring these Districts at par with other Districts by providing them a heavy dose of educational facilities under annual Plans.
