Abstract: From Elementary Education: The main thrust of the Fifth Five Year Plan has been on universalization of elementary education. Accordingly, a major portion of the outlay amounting to Rs. 3036.60 lakhs out of Rs. 4897.50 lakhs has been earmarked for development of elementary education. In order to achieve the goal, the State Plan of Orissa Provides for the enrolment target of 78.3% for the age group 6-11 and 28.7% for the age group 11-14 as against the pre-Plan achievement of 70% and 24.5% respectively.
