Abstract: From Objectives: The new State of Rajasthan, formed in 1949, began with several handicaps, the several of which was the low level of its educational development. In 1950-51, it had a literacy percentage of 8.9, the lowest among the States. The enrolment was 330,000 or only 16.6 per cent of the age group 4-10 in classes I-V, 61,000 or only 5.4 per cent of the age group 11-13 in classes VI-VIII, and 18,000 or only 1.8 per cent of the age group 14-16 in classes IX-XI. The total expenditure on education was as low as Rs. 1.7 per head of population.
