Abstract: | Approved Eleventh Five Year Plan (2007-12) has been prepared with the central theme of Approach Paper-“Faster and Inclusive Growth” as spelt out by Planning Commission, Government of India. During the past six decades of planning, large sums of money have been invested in all the sectors of the economy. Encouraging results have been experienced in many sectors. The percentage of population living under poverty line has been incessantly declining and Per capita income has been increasing but still much remains to be done. Socio-economic infrastructure has been significantly strengthened. Inspite of all this, impatience and uncertainty has been growing among the people. Unemployment is growing, especially due to the recent slow-down in the industrial sector. A large component of the population continues to live in abject poverty. In short, a mixture of successes and failures comes in our way when we review the overall outcome the past five decades of planning. There is already a constraint of resources with the Centre as well as in the States, and Haryana is no exception to this. The 11th Five Year Plan, therefore, has been drawn up more as a reform plan instead of merely a resource plan. |
