dc.description.abstractFrom Foreword: In educational policy making, we have often tended to depend upon intuition and judgement of significant individual rather than on hard fact. Although intuition does play a vital role yet judgements should be based on empirical evidence. In the post independent era, there has been a phenomenal expansion of education. In fact, our entire educational apparatus has undergone a radical change. Everyday education is being geared to the needs of a fast developing society. The educational surveys present a comprehensive picture of the total educational system, identify the areas where educational imbalances exist, study important aspects of our educational system and its functioning, highlight school campus and school environments-absence of which impede both physical and academic developments of its pupils etc. We have so far conducted four All India Educational Surveys. The first survey was conducted in 1957 mainly to identify rural habitations with and without schooling facilities so that areas where new schools would need to be established could be mapped. Second survey was conducted in 1965 when its scope was enlarged and the facilities available in the existing schools were also studied in detail. The third survey was launched in 1973. It was more comprehensive and covered all aspects and levels of educational institutions. The forth survey was conducted in 1978-79 mainly to meet the data requirements of Sixth Plan. Thee scope of this survey was limited and it was confined only to school education.en_US
