Abstract: From Indian Statutory Commission, Interim Report: We, the Commissioners appointed for the purpose of inquiring into the working of the system of government, the growth of education and the development of representative institutions in British India, and matters connected therewith, and of reporting as to whether and to what extent it is desirable to establish the principle of responsible government, or to extend, modify or restrict the degree of responsible government then existing therein, including the question whether the establishment of second chambers of the local legislatures is or is not desirable; availing ourselves of Your Majesty’s permission to report our proceedings from time to time, desire to submit to Your Majesty the report presented to us by the Auxiliary Committee on the Growth of Education which we appointed, with the sanction of the Secretary of State for India, under the powers conferred on us of appointing persons to make subordinate inquiries.
