dc.description.abstract	In order to determine the policy that should be adopted for development of higher education and to ensure a planned development, the Government of Orissa in the Education and Youth Services Department, in their Resolution No. 31932, dated 24th September, 1977 ( Appendix-l ) set up a Committee to carry out a State-wide Survey to assess the need for establishing new colleges in the State during the next five years in each district and to determine the annual phasing of the programme. Prof. Bama Charan Das was the chairman of the committee.	en_US
