Abstract: From Foreword: The Fifth All India Educational Survey which was conducted recently with 30th September, 1986 as the reference date has been completed. Unlike previous survey, this survey is comparatively more comprehensive. This survey has presented a more complete picture of the conditions in the schools and the Educational facilities available in every village and habitation of our State, The National Policy on Education, 1986 and the Programme of Action have clearly laid down areas and guide lines for educational development for which this survey will add to their effective implementation. The scheme of Operation Blackboard stipulating the minimum requirements of a school for an efficient and effective working, will be much benefited from the data of this survey.
