Abstract: From Preface: The framers of the constitution attached a great priority to elementary education and made it obligatory on the part of the State to provide free and compulsory education for children upto the age of 14 years by 1960. The Constitution was, however, amended shifting the target date to 1976. From the data available, however, it seems doubtful if even by 1976, this task will be fulfilled.
