Abstract: The Steering Committee, while reviewing various governmental efforts that have gone into during the last nine Five Year Plans, felt very strongly the need for having a detailed review on various aspects of tribal development including strategies, plans, policies, programmes and legislations adopted not only within the tribal-development sector, but also in all the tribal-related sectors; with a special objective to examine as to how far they are in line with the commitments made in the constitution; what is their impact; why have they failed to solve the many un-resolved issues which are affecting the well-being of the tribals and lastly what strategies need to be adopted during the Tenth Plan which is on its anvil.
