Abstract: From Introduction: India is the home of 15% of world's total population accomodated in an era of 2.4% of the World's total area. India spends 3.8% of its GNP on education and has 48% of its population in the ages 15 and above as illiterate while China spends only 2.6% of its GNP and has only 18% of its population in ages 15 and above as illiterate. One-third of world non-literates are in India.
