Abstract: From Introduction: An outlay of Rs. 660.20 crores has been approved for the Annual Plan 1990-91. This represents an increase of 25,3% per cent over the plan under implementation during the current year. While formulating the plan care has been taken to; (a) restrict the Centrally Sponsored Schemes to those areas where there is a likelihood of their inclusion in the next year’s plan on present indications. This, however, is subject to review based on the decision by the Government of India on the number of Centrally Sponsored schemes to be continued during the next plan and also 1990-91, (b) make reasonably adequate provision for the externally aided programmes, for which commitments have already been made. (c) provide reasonable outlays for the spillover and ongoing programmes wherever the need for their continuance has been established, and (d) accommodate to the extent feasible the recommendations of the Task Forces set up for formulating the State’s Eighth Five Year Plan.
