Abstract: From Overview: In formulating the development strategy of the Eighth Five Year Plan (1992-97), the Planning Commission had emphasised three main areas, namely, infrastructure, social services and poverty alleviation through increase in employment and satisfying the minimum needs of the poor. While stressing the importance of state role in agriculture, power and transport, the Commission had also visualised a more effective and expanding role for private sector in the development process. This broad framework had been kept in view by the State Government while formulating the state’s eighth plan proposals and strategy of implementation. However, in view of the past achievement of the State in the fields of social service and development of social infrastructure, the thrust areas in the plan were delineated as upgradation of standards and quality of various services and faster development of physical infrastructure and maximisation of employment opportunities.
