Abstract: From Introduction: The prospects of the Kerala’s future economic development are closely linked with the structure and content of the planning process hither to adopted and the special features of the State’s economy. Successive Governments in the State have laid emphasis on the spread of education and health services, social welfare measures and infrastructure such as roads, water supply and electricity. As a consequence of this pattern of investment, it is generally recognised that social consumption of the people at all levels of income in Kerala is the highest in the country. Yet the twin problems of poverty and acute unemployment continue to defy solution. In fact Kerala has the highest rate of Unemployment in the country today. In regard to matters like food deficit and regional disparities also it has not been able to create any worth-while impact so far. These are the problems which should engage the attention of the State Government in the coming years.
