Abstract: From Foreword: The report deals with the supply and demand of teaching personnel in Primary and Secondary Schools during the Fifth Five Year Plan. During the first meeting of the Working Group held in January 1973, it was decided to estimate the supply and demand of the teaching personnel on the lines indicated in the background paper. A draft report was prepared, mostly on the same lines, with some alterations, and placed before the Working Group during September 1974. The report was modified, in the light of the discussions that took place during the meeting of the Working Group and placed before the Steering Group during February 1975. Even after its approval, estimates of output from the training institutions required some upward revision in the light of the availability of the latest data. The present report has also taken into consideration the deviations from the plan programmes that have taken place during the first two years of the Plan.
