dc.description.abstractFrom Preface: The National Policy on Education, 1986 gives an unconditional priority to the universalisation of elementary education for pupils upto 14 years of age in consonance with the directive principles of the constitution that provide for free and compulsory education to all children until they complete the age of 14 years. Thus, it is necessary to ensure that all the children who attain the age of 11 years by 1990 would have 5 years of schooling, or its equivalent, and by 1995 all children upto the age of 14 years will be covered under free and compulsory education upto upper primary level. The National Policy on Education - 1986 also envisages substantial improvement in the quality of education.en_US
