Abstract: The Eighth Five Year Plan of Jammu and Kashmir State envisaged a total investment of Rs. 4000 crores. This included a component of about Rs. 1800 crores as the spillover cost of continued schemes. The major effort envisaged in the Eighth Plan is to harness the State's potential in different fields to achieve the ultimate goal of self sustaining economy. This was proposed through promotion of skills for generating additional employment opportunities and reorientation and restructuring of priorities in different sectors, self reliance, better productivity, technology upgradation and poverty alleviation. Emphasis is also laid on preservation of ecology and environment, development of traditional arts and crafts, economic exploitation of the rich natural resources of the State which include hydel potential, agro processing etc.
