dc.description.abstractFrom Introduction: Bihar is poor in Literacy, trailing behind all but two states in the country in 1971. It has a poor level of expenditure on education. The percentage of plan expenditure on education to total plan expenditure in the State in 1978-79 was 3.9 whereas in the Punjab and Kerala, the two advanced states in the country, this percentage was 13.1 and 9.4 respectively in that year. The position has not improved since then.en_US
