Abstract: From Preface: Lahaul and Spiti district comprises two different mountain tracts, one known as Lahaul and the other as Spiti. The name of the district came into being with the formation of the Two sub-divisions into a revenue district in 1960. On the merit of its geographical area, Lahaul and Spiti district is the biggest district in Himachal Pradesh and smallest in population. The entire district has been declared as a tribal area. As such when the new approach of tribal development was envisaged at the time of launching of the Fifth Five-Year Plan, the whole district was covered under it. Under the new strategy of the Tribal Sub-Plan, new planning programmes were underlined, for which it was felt that we must have the base line data of the tribal pockets, so that developmental works are undertaken in these areas in a phased manner.
