Abstract: The Third Human Development Report registers the progress the state has made on the human development agenda. Here again it reports on action and how the state have sought to use the power of democracy for development. It also present some of the constraints faced by the states like Madhya Pradesh in realising a human development vision in the current macro-economiccontext. Human development goals cannot be pursued in isolation of these larger factors which sub-national governments are today unable to influence. In this Report the government also present the need to develop indicators of measurement that are relevant to their context.
