Abstract: From Foreword: In order to bring about a radical change in the Education system prevailing in India, which was a long felt demand, the New Education Policy and programme of action was formulated' and it was announced on 5th January'85 by the Hon'ble Prime Minister of India after nation wide debate and discussion in both the "Lok Sabha" and the "Rajya Sabha" and approval by both the two houses of the parliament .The effective implementation of it however required first the collection of Data on Education through out the country in order to asses the achievement of existing system of Education in India. The 5th All India Education survey was therefore conducted throughout the country with the reference date as 30/9/86. In view of this, a training programme was organised at Pasighat to conduct survey at Block Level, District Level and State Level in Arunachal Pradesh. Accordingly collection of Data, their scrutiny followed by compilation at Block Level for all the 5 Blocks of Tirap District, which include 2 Blocks of the then Changlang Sub-Division also was done with the reference date 30/9/86.
