Abstract

From Introduction: The Draft Annual Plan 1990-91 has been formulated within the framework of objectives, policies and programmes identified at the end of the Seventh Five Year Plan. Priority has been given to the completion of on-going and spill-over projects/programmes/ schemes which are in advanced stage of completion. The Plan takes adequate care of the problems arising out of the small size of the State, and the special characteristics of its population. It also lays emphasis on improving productivity through efficient utilisation of resources and on beneficiary oriented programmes with a view to creating employment opportunities and generating incomes for the weaker sections of the society.
