Abstract

From Introduction: It has been the consensus to build up a mass movement from grass root onwards in the field of sports. Games and physical culture as a part of the youth welfare measure with the object of creating a well disciplined, healthy and dedicated youth corps to share the task of national re-construction. The objective was arrived at the high-level meeting of the State Sports Ministers, State Sports Councils, the All India Council of Sports held in Nov. 1974. On the basis of the threadbare discussions held therein guidelines were issued so that the urgent need to create facility conducive to the fulfillment of the object in view may be taken in a concreted manner by all the Staines.
