Abstract

From Preface: The first Short-Term Training Course for the State administrators of Basic education was organised by the National Institute of Basic Education during November-December, 1958. At the conclusion of the course, a memeographed report was issued by the Institute. The circulation of this report was naturally restricted. The report, however, was appreciated and owing to constant demand for more copies, it was decided to publish it and make it available for all workers and institutions interested in Basic education.
