Abstract: From General Survey: During 1974-75, the Central and State Governments continued to expand their activities for the development of education in their respective spheres. This being the first year of the Fifth Five Year plan, plan programmes were reviewed and formulated on the basis of the directions and priorities laid down by the Central Advisory Board of Education in its 37th meeting held on 4th November, 1974. Among other things, the Board recommended priorities for the programmes of Universalisation of Elementary Education, Adoption of uniform pattern of 10+2, Vocationalisation of Secondary Education, Qualitative Improvements, Development of Youth Services, comprehensive programme of Non-formal Education for adults in the age-group 15-25, adopting multiple entry and programme of part-time education on a bigger scale and developing part-time and correspondence courses at the secondary and university stages. The Board also recommended rationalisation of existing institutions of secondary and higher education with a view to controlling haphazard arid unplanned expansion, maintenance of proper standards and regulation of growth of enrolment, and restraints in the establishment of new universities and colleges.
