dc.description.abstractFrom Foreword: Educational Planning .in India has suffered because of hasty implementation of too many new ideas and programmes without their first being tried out on the ground. It was to correct this trend that as early as June 1965, Prof. V.K.R.V. Rao, who was then Member-in-Charge of Education, Planning Commission, suggested to the Conference of State Education Ministers, which met in Srinagar, that “in each district, there should be a district plan, setting out the increases in various educational institution and what is required in terms of staff, equipment, building, etc., and linking up that programme with the programme of agriculture, industry, transport and with all other developmental programmes that are going to be in that particular district.” The Education Commission (1964-66) endorsed this suggestion and observed that “as time passes, the district will assume still greater importance. To-day a district has an average population of about 1.5 million and enrolment of-200,000, about 7,000 teachers and a total educational expenditure of about Rs. 20 million. By 1986, the population of the average district will be about 2.5 million, its enrolment may rise to about 500,000 with a total cadre of about 20,000 teachers and a total educational expenditure of about Rs. 125 million”.en_US
