dc.description.abstractFrom Preface: Gandhiji warned way back in 1939, that “Illiteracy of the masses was India’s sin and shame and must be liquidated'. Literacy as a basic minimum need for the vast masses in rural and urban areas continued to be a cause for concern and is considered as pre-requisite for over-all development of the Country. During the last decade the focus on Elementary Education has improved the literacy rate of Andhra Pradesh from 44.09% (1991 Census) to 61.11% (2001 Provisional figures) with a net growth of 17.02 percent. Though the growth in literacy rate of A.P. is apparent but still it lags behind in literacy rate when compared to national average of 66.35. The Ninth Plan (1997-2002), treated Elementary Education as most crucial investment in Human Resource Development. The planning process has shifted from State/National level to District level. Availability of computerized data bases have helped in planning at disaggregated levels.en_US
