Abstract: The committee constituted by the Kerala State Higher Education Council (KSHEC) to evolve appropriate modalities for ensuring quality in the higher education Institutions of the State is honored to formally hand over the final report on the State Assessment and Accreditation Council (KSAAC). The committee had extensively deliberated over several sittings the Quality Concerns on the lines of the comprehensive Terms of Reference given to it by the KSHEC. It had extensive consultation with the stake-holders and academic leaders of the State. The Report contains a brief Introduction of the definition of Quality in general and in Higher education in particular, an outline of the Vision and Missions of the proposed KSAAC, eligibility conditions of the institutions to undergo the review by KSAAC and a detailed methodology to be used in the procedures meant for assessment and accreditation. The report is prepared in three major parts. The first one contains the methodology for assessment and accreditation of the HE Institution as a unit of accreditation. The second part outlines the details of the Rules and Regulations of the proposed Council. In last part, the details of the terms and conditions of Memorandum of Association (MOA) are given.
