Abstract

From Introduction: The present Committee was set up in consultation with, and at the instance of, the Government of India. Under Section 35 of the Aligarh Muslim University Act, 1951, from the year 1951-52 the annual accounts and balance sheet of the university are audited by the Accountant General, Uttar Pradesh, on behalf of the Comptroller and Auditor General of India every year and a copy of the annual accounts together with the report of the Accountant General is submitted to the Visitor. In pursuance of this statutory provision, the Preliminary Audit Report on the accounts of the University was submitted by the Accountant General, Uttar Pradesh, in March 1953, to the University and to the Visitor. The report contained serious allegations of embezzlement, defalcation, misappropriation and loss of and tampering with records. It was inter alia mentioned in the Report that the University had sustained heavy losses in certain financial transactions at the hands of its employees, some of whom had migrated to Pakistan. The finances of the University were reported to be in a mess in the absence of prescribed procedures or checks and the non-observance of elementary requirements of a sound financial administration.
