dc.description.abstractFrom Introduction: The objective as defined above is in line with the National Policy of Education 1986. This policy proposed an overhaul of the entire system of planning and management of education with an emphasis on decentralisation and autonomy and at the same time ensuring proper participation, involvement and accountability till the grassroot levels. The Panchayati Raj Act of 1992 (the 73rd and 74th Constitutional Amendments), also laid down that the responsibility for taking decisions regarding activities at the grassroot level should rest upon the elected members of local bodies themselves.en_US
