Abstract: From Chpt 1. Introduction: “The machinery of the Government of India and its procedures of work” heads the list of subjects which in particular have been referred to the Commission for their examination. We, however, felt that our report on this subject should await the results of our examination of those aspects of the administration which are connected with planning and economic development of the country, because our recommendations on the Machinery of the Government of India and its procedures would be conditioned by our views on what the organisational set-up should be for ensuring the effective implementation of the national developmental programmes. We have now completed our examination of the subjects which have a bearing on planning and development and made recommendations on “Public Sector Undertakings” , “Finance, Accounts and Audit” , “Machinery for Planning” and “Economic Administration” . This clears the ground for examination of the Machinery of Government of India and its Procedures of Work— the subject-matter of this report.
