Abstract: FROM Chp. 1 Introduction -- In regard to the subjects allocated, the Study Team has been asked to “ascertain facts, locate the principal problem areas, examine solutions for the problems and suggest such of them as they would recommend for the Commission’s consideration.” Accordingly, as one of our very first tasks, we attempted to set down in a memorandum explicitly and in some detail what appeared to us to be the more important issues connected with each of the three subjects of enquiry. On the basis of this Memorandum (Appendix II ), which both demarcated and mapped out the scope of our further investigations.
