Abstract: The Committee held a total of five meetings - on 22.11.04, 24.12.04, 12.3.05, 16.4.05, and 5.6.05. In its second meeting dated 24.12.04, a Sub-Committee was constituted under the Chairmanship of Prof A K Sharma to suggest a draft of the essential provisions of the proposed Bill. This Sub- Committee met several times during January-February, 2005, and the first draft of essential provisions suggested by it was discussed in the third meeting dated 12.3.03 of the full Committee. The Sub-Committee had invited selected representatives of certain non-government schools’ organizations and teachers’ unions for a discussion in one of its meetings held in February, 2005, and they were invited as Special Invitees to the third meeting dated 12.3.05 of the Committee as well.
