dc.description.abstractThe need for planning at the national and State levels has come to be accepted in our country for quite some time. However, this is not so when it comes to planning at lower levels, particularly, at the level of a community development block. Official policy has, no doubt, from time to time, sought to underline block as the basic unit of development administration. There have also been some sporadic attempts at formulation of block level plans, Generally speaking, however, task has still to be taken in, hand systematically. These guidelines have been drawn up to facilitate this task.en_US
