Abstract: The leaders of freedom struggle anticipated the need for educational expansion in free India. They gave considerable thought to the shape, design and content of an indigenous education system . The con stitutional commitment of universalisation of elementary education in India within ten years of the commencement of Constitution remains unfulfilled till today despite concerted efforts. There has been a steady growth of primary education in terms of enrolment and retention but school education, particularly the elementary education continues to remain a major concern before the nation. Besides, providing access and equality of opportunity to every child in the 6-14 years age group, the quality and relevance are equally significant issues. Evidently, quality of school education is linked to the quality of teachers, academically as well as professionally. With more than 4.4 million teachers in nearly one million schools, the task of bringing qualitative change is indeed, a challenging one.
